His Majesty’s Government view with favour the establishment in Palestine of a national home for the Jewish people, and will use their best endeavours to facilitate the achievement of this object, it being clearly understood that nothing shall be done which may prejudice the civil and religious rights of existing non-Jewish communities in Palestine, or the rights and political status enjoyed by Jews in any other country.5

The Balfour Declaration written by British foreign secretary James Balfour was a landmark political document. For the first time, a major power publicly declared its support for a Jewish “national home” in Palestine. While the Balfour Declaration committed Britain to a solemn pledge to help the Jewish people establish a national homeland, it did not carry the weight of international law. Britain released the 1917 declaration during World War I, the “war to end all wars.” That conflict embroiled not only the European powers but the Middle East too.

When the war ended, the victorious nations met in Paris for the 1919 Peace Conference. Gautier sees that conference as a defining moment in history:
